Can't setup feeds – insufficient privilege to syndication.php

I’m seeing this message when accessing syndication.php through WordPress admin:
You do not have sufficient permissions to access this page.
The url being accessed is [my doman]/wp-admin/admin.php?page=feedwordpress/syndication.php
I am logged in with an administrator privilege account.
