Can’t set specific users for notifications in multi-site setup

I am running a multi-site setup with ithemes network enabled. The default setting for notifications is “All Administrator users” and no other options are available for users and there is no option for “All Super Users”. I can’t use all administrator users because individual site admins would be receiving file change notifications for all file changes in the multi-site which means every time we update wordpress site admins get an email for file changes they don’t need to know anything about. Is there anyway to get individual users to appear?
