Can't set 'No Comments' in Post Edit

Tick “Allow comments” in the Discussion pane on any Edit Page and Edit Post. If you do not see this pane, click Screen Options and tick “Discussion”.

Go in to edit the post.

Click on “Screen Options” (grey box, upper right corner).

In the drop down box, check ‘Discussion’

I had asked another question about turning on and off Moderating Comments. Ipstenu sent me to this thread but this doesn’t answer this question.

dashboard -> settings -> discussion: ‘Before a comment appears’ and/or ‘Comment Moderation’
