Can't select text

When I drag my mouse to select blocks of text the background color that normally would show what is highlighted instead blinks and jumps around, and then when the mouse is released nothing is selected. This also happens if I try to use shift+arrow keys to select blocks of text; the cursor just jumps to the end of the selection.
