Can’t seem to get the free version working

    Hi,
    I’m using the free version Version 2.1.16 with woocommerce Version 4.9.1.
    I’m trying to set the limit by order to 5.
    I have it set as follows:

    But it does not work, when I go to cart I can put in any quantity if there is another full price product in the cart. Then I tried to change the number and now the add sample button is not showing at all on the website.
    Is it working correctly?
