can’t save change to “template and file editing”

hi, I want to make change to my index homepage(https://www.incsub.org/wpmu/cvera/),but when I open the files page in the management option, it says:”you cannot update the file/template:must make it writable,eg.CHMOD 666″ I could see the code though. What does that mean? Could you help me? Thank you!
