can’t save anything

When I try to save a change in wp-admin panel I get page not found…

but when I hit save or update I get page not found with this link displayed
https://wp-admin/options-general.php?updated=truesomewhere on the road is loosing https://smihai.0fees.net/..
I don’t know what to do.
