Can't resize YouTube video in Responsive Theme

    I am working on a website using a child Responsive Theme. I have WP 4.5.1 installed. It needs to have a video on the homepage, however the YouTube video can not be sized smaller than 560px wide. I’ve tried the following:
    Putting new values in the HTML.
    Turning off plugins and turning them on again.
    Turning off Child theme, turning on Responsive
    Testing on WordPress Managed GoDaddy server, and their regular hosting.
    Added iframe to CSS with width:400px
    Used the WP embed short code

    The only thing that resizes the YouTube video is when I turn off Responsive and turn on Twenty Sixteen

    I’ve made only one change to Functions PHP– I added a widget area.

    Have I tried everything? Is there a solution for this? Help.
