Can’t Remove Billing Address at Checkout

No matter what I do on the one I’m developing, I can’t remove the requirement for a billing address at checkout.. On my business website, customers enter their phone, email and card details but on the new one it requires a billing address. I don’t want this, for a business like this, it’s extra friction to collect the address, it’s off putting. Is this a theme issue? A woo issue, or a what? I’m completely lost, I’ve tried some PHP code solutions but nothing has worked.
