can't query CPT without pretty URLs

The API works in general, however the archives URL I’m getting for my CPT is https://whatever.com/site/?json_route=/posts?type=course but this goes to a 404 page. I think the second ‘?’ may be messing it up, but not sure.
Unfortunately, I’m on an old IIS6 server. We’re running PHP 5.3.1, which was installed via XAMPP, and then I just pointed IIS to use this PHP install, but it’s obviously not an ideal setup and may have something to do with this.
