Can’t publish Footer template

I’ve tried all the troubleshooting in the FAQ. I have a draft of a Footer template that I cannot publish. When I click the button, nothing happens. I cannot publish, and I cannot set display conditions I have replaced url from http to https. I have also incresed WP memory limit. Any ideas on why this is happening? Please help.
