Can't make uploaded media files downloadable

Hi,
I have been trying all day to upload an mp3 file to a page on my website so that people can download it.
I can upload it alright but it isn’t downloadable. It just goes straight onto a media player bar when the link is clicked.

I have followed the instructions here: https://en.support.wordpress.com/uploading-documents/
but there is a glitch. In step 4 it says make sure that ‘media file’ is selected from the drop down list, but that option isn’t available for me to choose.
I should have the option to click and choose:

Attachment Page
Media File
None

The options I actually get are:

Embed Media Player
Link to media file
Link to attachment page

Please can anybody help with why this is and help me to add a downloadable mp3 file to my webpage?
