Can’t make headings h2, or h3 a ul/ol

Hello,
I want to make list of things, but gutenberg does not have option to make make headings a list.
I am wondering if there are any other way that can help me create headings a list.

This is what I want to create with Gutenberg…

1. <h2> Step Number one</h2

</p>This is a pagagraph</p>

2. <h2> Step Number tow</h2

</p>This is a pagagraph</p>

3. <h2> Step Number three</h2

</p>This is a pagagraph</p>

4. <h2> Step Number four</h2

</p>This is a pagagraph</p>
