Can't login anymore – vti_encoding:SR|utf8-nl vti_timelastmodified:TR

I’m not positive that I’m using 3.2, but I think it is. I can’t get in there to check. I haven’t accessed my blog’s admin page for about a month. When I tried to go back into it yesterday (after entering my name and password) I get the following message followed by a blank screen:

Can someone please let me know what is going on and how I can fix this? Also, please use non-techie language since it will likely go right over my head if you don’t.
