Can’t log in to admin area!

I am having SEVERE trouble trying to log in to the admin area of my blog. it ends up with: “Internet Explorer cannot display the webpage” even if it’s properly connected to the internet. is there any idea on how to make it work again?

Note: I am using Norton 360 and Windows Firewall
