Can't limit # of posts

  • I’ve tried everything,

    I started with modifying the settings
    “Settings –> Reading –> Blog pages show at most 3 posts”

    Doesn’t work. Still shows more.

    I’ve tried many plugins that limit it, still doesn’t work. I can’t find any way to limit my posts.
