cant install wordpress

I have a PC and a laptop both running Windows 7
I encounter the same problems on both.
I have deleted and reinstalled the program many times and get to the same point I am “using XAMPP for local wordpress theme Developement” written by Jacob Gube. I have used others but have the same problem.
The message I get with Apache and mysql running after I type https://localhost/wordpress/wp-admin/install
This either means that the username and password information in your wp-config.php file is incorrect or we can’t contact the database server at localhost. This could mean your host’s database server is down.
?Are you sure you have the correct username and password?
?Are you sure that you have typed the correct hostname?
?Are you sure that the database server is running?

I cant believe I can be missing something. ISS is not blocking anything because I am getting Apache on port 80 and Mysql on port 3306
