Can't Import

I am having some issues when trying to use the Import feature. I select the Newsletter and Click Next, but the page just refreshes.
The address bar tries to load:
/wp-admin/admin.php?page=_wpr/importexport&subact=step1But goes back to:
/wp-admin/admin.php?page=_wpr/importexportAny ideas?
