Can't hide COD for specific countries

I’ve been trying for the past hour to figure out this. I have set up which countries I want COD to be hidden for but apparently it will not work properly. I’ve logged in from another pc, chose a country but COD keeps showing up no matter what.
I’m running on the latest wordpress version. I really need this feature to work, please.
