can’t get this to work

I have a fairly simple condition; if a certain product is in the cart, don’t have local pickup as an available shipping method.
Go to https://www.thegardensoapco.com, then FREE SAMPLE, choose any 2 items and add to cart. For shipping address, the zip code needs to be 32937, this will trigger the Local Pickup option.
