Can't generate cert/can't upload existing cert

I am setting up my second WordPress installation with SSO. The first is working great.
My problem is that when I try to “Generate a new certificate and private key for me”, I get a “Settings Saved” notice – but nothing happens! When I try to upload an existing cert and key, the same message appears. Again, nothing happens at all.
I am using IIS to host WordPress now. This is the only difference between my two installation of WordPress. I would assume that OpenSSL commands won’t work with IIS, which is why the “Generate a new certificate and private key for me” doesn’t work. But why can’t I upload my certificates?
Is there a manual method to make this work? As it is, I cannot pass the “General” check that says:
“You have not provided a Certificate or Private Key for this site. Users may not be able to log in using the SP-first flow.”
Do you have any recommendations? Thanks!
