• The main navigation in all of my other wordpress sites is managed from the menu editor. I recently volunteered as administrator of an existing site for a non-profit organization that uses TwentyEleven and somehow has two navigation menus. The footer is controlled from the menu editor as normal, but the main menu seems to be external. There are no active widgets or related plug-ins. I just want to re-prioritize the navigation options and then later be able to add and remove links to pages.

I am trying to avoid bothering the original designer again if at all possible. Is it possible for me to edit this menu from the dashboard? Where should I look for it? Or was it coded and uploaded to the site itself?

I’m afraid you’re going to have to contact him/her. That site is not using Twenty Eleven. It is using a custom theme.

I see that now, but my question remains. When I click menu from the custom theme there is only the footer menu available and it says the theme only supports one menu.

All I can suggest is that you check Appearance -> Menus and Appearance -> Widgets.
