Can`t figure out how to activate “General” in Jumbotron

Hi, I just Can`t find the setting to activate the “general” in Jumbotron to edit the entry section.
I kno that the theme itself says “Control various jumbotron related settings. Will only be displayed if a custom front-page is set in Settings -> Reading.” But I don`t know where to find it :/
