    Based on your screenshot the problem is that the positive trigger and exclude trigger does not use the same event thus they are evaluated at different times:

    Your “PV – DOM Ready – All pages” trigger fires when the document has been loaded (but some images and external scripts are still loading). This is required by the enhanced ecommerce implementation of this plugin.

    You will need to match your block admin trigger to the positive trigger and use the DOM Ready event trigger instead of Page View.
