I set up photon on url, when I try to enable Photon, it keep showing me: ‘Photon failed to activate. Error: This module requires your site to be set to publicly accessible.’

I followed ‘trouble with jetpack?’ advice, as:

1, I install none of the conflicts plugins in the list
2, I disabled all plugins, but problem still there
3, I change to default theme plus none plugins actived, isssue still there.
4, xmlrpc shows fine as described, no extra nor 404 page.

I have no idea how to deal with this, also tried:

5, clean both my site, and wordpress.com cookies, and re-login,

    none of above is working.

I’ve noticed even the guangzhoutakeaway.co.uk site is shown on my wordpress.com backend (account: ccnetwork), but jetpack in wp-admin still shows site link to another wordpress.com (account ), which is only for my personal use, I don’t know why is that. disconnected and reconnected is not have any updated.

?? please advise me who to deal with this? thanks.
