Can't enable all 3 functions

I must be missing something – I can display the Login widget but the Register and Forgot Password links aren’t active.
What am I doing wrong?
P.S. I don’t yet have the ReCAPTCHA keys enabled – they’ll be activated when the site moves to its new home.
