can’t edit themes in wordpress itself

hello well my problem is I can’t edit the files in the “theme editor”. There is no save button, this sentence is written where the save/cancel button should be “If this file were writable you could edit it.”.

What should I do? I checked the file permissions, It’s set at 644.
