No changes stick

I started out asking about the following:

It’s possible to create new menu items, but nothing can be moved around, even with “Advanced Functionality” enabled.
Is there something I’m doing wrongly?

However it seems the plugin as a whole might be affected.
I’ve created a new admin colour scheme, but after saving and refreshing the profile page, when the colour scheme is selected it defaults back to the standard/default colour scheme.
…but it’s the menu customisation that’s most needed. It’s very disorderly. Have I just completely missed something in how to drag and drop the items around? The ‘move’ cursor is there, but nothing’s grabbable.
