Can’t Delete Image Title in Media Library

I am trying to delete the title from an image in the Media Library, so that a tooltip is not displayed when the user hoovers over the image on my website.

The WP media library does not let me do that. If I delete the image title and click on the Update button, the image is stored with the filename as the image title, rather than no title.

HELP!!!!
