Can’t deactivate the Elementor plugin

I have website which is a multisite, now contain only one site. I have deactivated the elementor plugin from the Network admin. But the issue is that the plugin is still active in the website admin dashboard. Now I have just deactivated the plugin from the website admin dashboard, it is still active mode.

I am not able to deactivate the plugin. What is reason of for this issue. Why it is happening.
