Can't create passwords for new users, text boxes missing

    After upgrading to 4.3, the text boxes for creating passwords for new users are gone instead they will be sent a link to reset their passwords.
    Is this by default on the upgrade? Is there someway to turn this off?
    I’m running a news site and contributors email me their articles and so I just create an account for them and do everything for them as admin.
