Can’t connect to wordfence servers from multiple sites

I have been trying to figure this out for awhile. I have multiple sites under IIS on windows server 2019. I added the ip addresses needed in the firewall for incoming and outgoing connections. I get an error when trying to run a scan and have an error saying it could not update firewall rules.

Even sites without extra plugins such as W3 cache have the same issue. I have tried setting it to run the scans remotely with the same results. Ajax test returns the expected 0 in the corner. I have also checked the max execution time and memory limits as per the help documentation. Not sure what else to look at.
