Can’t Change the “Link To”

Hello All,
I’m having a problem with one of the sites I built in as much as if I go to (holbeton-pc.gov.uk/your-council) page, login and try to edit the download Now link below Parish Councillors, ie the edit pencil, Image details, now if I go to Display Settings and try to add or change the “Link To” part it flashes and will not let me select anything nor can I add a URL I have contacted SiteOrigin the makers of the theme who are brilliant but they said its a WordPress problem and the hosting provider, so “HELP”
