Can't change site language

Hi to everyone!
I have a problem with changing a language in wordpress. I need it so much cause I need some .mo files for plugins to be included, but without changing the language of wordpress it’s impossible (as far as I know).
I removed all define WPLANG from WP configuration file, cause it’s not needed in 4.0.
When I’m trying to set Russian language in Settings->General->Site Language and then save changes, WP told me that settings updated, but the language is always English US…
