Can't change options

    Trying to turn off the default CSS because I’m going to add my own. When I click Save on the settings page it bounces me to /wp-admin/options/php with an error message “ERROR: options page not found”

    WP 3.4.2 multisite.

    For now, I’m going to try to override the CSS with !important, but that’s less than ideal.
