Can't change nav bar links!

It seems as though my nav bar links are hard-coded and I need to change them. How do I do this, where can I find this file to edit the links?

In the admin panel, when I change the nav bar link using the menus tab it doesn’t change because that nav menu is not even used as the primary menu, there is no menu set. I need go go into the code and change this.
