Can’t change date and time format displaying posts

Hello,

When I change format of date and time it doesn’t change on homepage.

Same thing is happening with displaying posts. At the moment my blog is displaying complete posts but when I change it in settings to show shorter post with link to complete post it doesn’t reflect on homepage. Still complete posts.

Can anyone help?
