Can’t block an IP address

I can’t seem to block an IP address that has generated a lot of security emails. I try to add it to the banned hosts list but it says “The following IP in Ban Hosts is whitelisted and cannot be banned”

I don’t see the whitelist anywhere and I’m not sure how to change that. But I would like to ban this IP.
