Can’t attach files to a post for upload

Hey guys…

I need to upload and link a file (no, not a media file) to a post, but am having no luck with figuring out how to do this. Thought I might be able to fake it with Upload/Insert buttons, but those don’t work *at all* for me.

Any ideas?
