Can’t assign tags to groups

The site I help edit recently installed the tabbed tag cloud. I can add a group (make a new tab), but I can’t assign tags to groups.

The site owner has told me that assigning tags to groups can be done only with administrator access. I have editor access only, and she’d rather not give me admin access because there’s more risk to the site.

I agree with that, but at the same time, it doesn’t make logical sense to me that I can create groups but can’t assign tags to them.

So – is that correct? Do you really need admin access, or are we missing something?
