    I know the answer is that I need a new hosting company, but that is up to the client. Until then:
    I FTP’d WP to a site, and I have set all file permissions to 777
    I can switch between the three themes (twenty sixteen, fifteen and fourteen), but I can’t upload a new theme or open the plugins section. When I click on ‘installed plugins’,the system gets stuck in an endless spinning loop. When I try to upload a theme, it does the same thing. I can add media files, add pages and posts.

    There are no plugins installed.

    Any thoughts on what I need to try next?

    Hello!

    Well, if the hosting company has completely useless servers, at least for WordPress, there’s nothing you can do. It’s practically impossible to do almost anything.

    Your client should understand that he needs to change the hosting company (to one that functions properly), or he’ll end up without a site, basically.
