Can’t activate: Doesn’t see WooCommerce as being active

I installed this plugin but I can’t activate it because it doesn’t see WooCommerce as being active. It gives the error;

Custom Product Tabs for WooCommerce could not be activated because WooCommerce is not installed and active.

Please install and activate WooCommerce before activating the plugin.

However I have other WooCommerce plugins working just fine.

I’m using WordPress 4.9.8 and WooCommerce Version 3.5.0-dev
