can't access wp-admin after changing url

tried to change my url in the general settings to remove the /wp at the end of my url. as soon as i saved the change, i was logged out and i cannot access wp-admin anymore. i went into my hosting and changed it on wordpress on my c-panel to match the new url, still not working. my site still kind of exists but with no CSS and mostly a white page.
