    I am hoping someone can point me in the right direction. I noticed today that I could not access my updates page such as update-core.php. I get the standard error that I don’t have permissions. On the Plugins page the update options for plugins are missing, it tells me I need to update but the link is gone to update. Under dashboard the Update page link is missing as well. Here is a few things I did.

    Verified database wp_capabilities where the same as another working site.
    Created a new Admin and tested.
    Deleted and uploaded 4.7.4 manually.
    Disabled all my plugins
    Renamed plugin folder

    I found and read a lot of articles about the same error for wp-admin and plugins but couldn’t find one directed to the update-core.php page.

    In the end I guess I am curious where in the database is it defined what an administrator has access to? I noticed on the update-core.php file it basically said to DIE if the user doesn’t have the proper privileges. Where are these defined and store that says X user and view the update page?

    Missed a single line in my wp-config file that was disallowing me to do update!
