Cannot upload tax rates

Hello,
I am trying to create some new tax rates, but when I export the tax rates in standard and then upload them to my new EU tax rates, it says 28 rates were updated, but my EU tax rates are still empty.

Can someone please let me know if this is a bug or am I doing something wrong?
