Cannot upload any media files

Running WP 3.6 on localhost, all plugins disabled at this point. For the first couple of months uploads were fine. A couple weeks ago I uploaded 4 swf files which it allowed no problem. There were two more swf files I was unable to upload – first I got an error that the file size was too large but that error changed to the file type not accepted for security reasons.

Now… I can’t upload any files. I’ve been trying to upload .jpg files and I continue to get the error that the file type isn’t permitted.

Help?! ??
