Cannot uninstall from WordPress Network

I cannot delete W3 Total Cache in my WordPress Network area. I get the warning to deactivate it on the main site but when I go to the main site there is no option to deactivate it because it does not show up in the plugins list at all.

I have emptied all caches and disabled everything in the dashboard but still no delete or uninstall option in the Network Plugin area.

Any idea where to start next?
