Cannot understand how to set up shipping zones

I am new to WooCommerce and based in Spain. I wanted to set up shipping as different amounts for each individual item depending on weight or size but I guess I would need to BUY a plugin for that. So my next option was to set a flat rate depending on whether it was Local, Europe or Rest Of World but could not find a way of doing that without setting a zone say Europe for example and actually having to tick each country individually to include it in that zone. Is that correct? Can I not just tick Europe somewhere and it automatically includes all countries in Europe?
