Cannot to use Plugins

Hello,
I’m new to WP and i’m building a webpage in the free environment of wordpress itself.
It’s just to test if I can make a website to my need with WP. The strange thing is that I cannot use any (free) plugins. (Need a picture slider) I get the message that I need to upgrade to Business version. This is 25 euro per month. It’s not that I don’t want to pay something (not 25 a month) for some functionality. I just want to test things before doing this. The strange thing is that I see people using plugins in a free WP enviroment without a business account. I’m not a business, it’s just a personal site, so 25 euro per month for just be able to have a picture slider is beyond my capability’s.

I’m probably doing something wrong, is there somebody who can explain thing to me.
