Cannot subscribe new email addresses

My subscriber list changes very occasionally. When it does I manually add email addresses to the subscriber list.
Today, I do not seem to be able to subscribe any new addresses. I am told that new addresses are invalid. I have tried several different addresses on different email domains.
I am using version 10.31.
Please advise how I can fix this
